The Responsibility to Protect is an international norm adopted by the UN World Summit in 2005 establishing that states have a responsibility to protect their populations from genocide, war crimes, ethnic cleansing, and crimes against humanity. When a state fails to protect its population, the international community may take collective action through the UN Security Council, including, as a last resort, military intervention.
