Hamas elected Khalil Al Hayya as the new head of its political bureau on Monday, 23 June 2025, following an internal ballot in which Hayya secured 35 votes, narrowly defeating Khaled Meshaal, who received 34 votes, according to Al Jazeera Arabic Palestine bureau chief Walid Al Omari. Hayya, a veteran negotiator based in Qatar, succeeds Yahya Sinwar, who was killed by Israeli forces in Rafah in October 2024 after assuming the role following Israel's assassination of Ismail Haniyeh in Tehran in July 2024. The vote completes a leadership process that began in May 2025, after an initial round failed to produce a winner. Hayya had led Hamas's negotiating team through ceasefire and prisoner-exchange talks with Qatar, Egypt, and Turkey, and Israel attempted to assassinate him in Doha in September 2025. Israel has killed four of Hayya's sons: Hamza, a member of Hamas's armed wing, was killed east of Gaza City; Osama, his wife, and three of their children died in a 2014 home bombing; Hammam in the Doha strike; and Azzam in May 2026 in Gaza. Hayya himself survived a 2007 assassination attempt that killed seven relatives.
